You can buy all Spells in Skyrim from the College of Winterhold, but the Master Spells must have quests completed to earn them! Once you reach Level 90 in each Magic Skill, you can talk to one of the Experts at the College of Winterhold to start a Quest for the Master Magic Spell from each college of Magic.

If you need everything on your screen to instantly die, it is hard to find a better solution than using Fire Storm. This master level fire spell deals 100 damage in a massive area around the caster. While it takes five seconds to fully charge, using this spell will kill nearly everything in the game.

Go to the college of winterhold... or speak to the jarl's mages in most of the cities to purchase spell tome books. When you read the book, you learn the spell. Go to Winterhold and join there.

Alteration. Perhaps the quickest and easiest skill to level without using any heinous exploits is Alteration, another unsuspecting school of magic. Alteration has some very useful spells for any class, with Flesh spells being some of the most powerful in the game, particularly higher-level versions like Ebony Flesh.

Altmer are objectively the most magical elven race of all Tamriel. All their starting skills are within some form of magical abilities, after all. Defensive Magic: +10 to Illusion, alongside the extra spell, Fear. +5 to Alteration, Restoration, and Enchanting.

Resist Magic is capped at 85%, this includes all forms of elemental and dragon breath attacks. A further 85% on elemental resistance can be achieved which will grant a potential 97.75% magic damage reduction on one element.

Spells in Skyrim are learned by reading Spell Tomes. Selecting a tome from the player's inventory adds the spell to the Magic menu and destroys the tome. Spells are classified by levels (Novice, Apprentice, etc) but may be cast by the player regardless of skill provided the player has sufficient magicka.

All characters level up their skills at the same speed with use, and as such you're able to, eventually, reach the maximum level of 100 in every skill tree. Speaking of which, each individual skill has it's own skill tree that grants various Perks to the player.

Excluding enchant as a crafting skill, and not a combat magic, you can take every single perk to max level in the magic branch, with like 8 perks remaining.
